Capabilities
Program management first. Then everything else that keeps a contract healthy.
Five practices, staffed by people who have run these functions inside Tier-1 space primes. Each one is priced the way the work actually happens.
Program management
Our core practice. One accountable program manager owns schedule, cost, risk and the customer cadence for each award.
- Integrated master schedule in MS Project or Primavera P6, baselined, logic-linked, with the critical path visible
- Performance reporting from EVM-lite up through EIA-748 when the contract calls for it
- Risk and opportunity register with owners, triggers and burn-down
- CDRL tracking with zero late deliverables as the standard
- Design reviews from SRR through TRR, run to the prime's template, with action items closed before the next one
- Change control and a monthly status package your customer can forward
Engaged as a fractional PMO (10 to 20 hours a week) or as full-time surge support.
Subcontract and supplier management
- RFQ and RFP packages, price analysis and negotiation memoranda
- FAR and DFARS flow-down matrices for every award
- Consent-to-subcontract packages and supplier performance reviews
- Purchasing system readiness under DFARS 252.244-7001, through CPSR
- Close-out with the final invoice accepted
Priced per award or as a monthly retainer.
Capture and proposal support
- Bid and no-bid analysis, in writing
- RFP shred, compliance matrix and annotated outline
- Win themes, technical and management volumes
- Basis of estimate and a pricing volume an auditor would accept
- Color-team reviews and orals preparation
Usually a fixed fee per proposal.
Engineering services
Engineers from a vetted network of people we have worked beside on flight programs: systems engineering, mechanical and structural design, propulsion test support, ground support equipment, avionics and mission assurance. RW Aerospace holds the contract: one statement of work, one invoice, one accountable lead. U.S. persons are staffed on export-controlled work.
Time and materials with a 30-day minimum, or fixed scope for defined deliverables.
Compliance and readiness
- DCAA-compliant timekeeping and labor charging
- Accounting system readiness against the SF 1408 criteria
- CMMC 2.0 Level 1 and Level 2 gap assessments, system security plan and POA&M
- ITAR and EAR basics: classification, U.S.-person controls, technology control plan
- Quality system documentation toward AS9100D
- SAM.gov, UEI and CAGE registrations
Starts with a two-week fixed-fee assessment, followed by fixed-scope remediation.
Engagement models
Standards we work to
| Standard | What it governs | Where it comes up |
|---|---|---|
| FAR Part 15 | Negotiated procurement, proposals and cost or pricing data | Every competitive proposal and most sole-source awards |
| FAR Part 44, DFARS 252.244-7001 | Subcontracting policies and the Contractor Purchasing System Review | When your purchasing system is reviewed or a consent package is due |
| DFARS 252.204-7012, NIST SP 800-171 | Safeguarding covered defense information; the basis of CMMC 2.0 | Any DoD award that touches controlled unclassified information |
| SF 1408 | Pre-award accounting system survey | Before a cost-type award, and whenever DCAA asks |
| EIA-748 | Earned value management systems | Larger cost-type awards with EVM reporting |
| NASA NPR 7120.5 | Space flight program and project management, life-cycle reviews | NASA programs and their suppliers' milestone reviews |
| AS9100D | Aerospace quality management systems | Prime supplier qualification |
| ITAR (22 CFR 120–130), EAR (15 CFR 730–774) | Export control of defense articles, technical data and dual-use items | Who can see what, and where it can be stored or discussed |
